Since a lot of visitors are inquiring about error 619, I thought that my previous post may not giving you a comprehensive understanding with regard to ERROR 619. Indeed most of the hits to this blog are from those who are searching solutions to this error. So here we go again (please note that this troubleshoot is done using Celcom Mobile Broadband):
what does error 619 mean?
This error indicate that the connection to certain network is timed out usually due to
1. Network Congestion/Poor Signal Strength
2. Port error
Root Problem:
1. For network congestion and poor signal strength, in the case of Celcom Mobile Broadband, it may means the 3G or WCDMA network which you are trying to connect may be congested or probably due to your location which is too far or beyond the range of the Celcom WCDMA transmitter tower.

Solutions:
1. Please make sure your device detect Celcom WCDMA network and at least there are 3 bars of signal strength are available. Below than that may cause your connection being frequently disconnected or worst, no connection at all.
2.If the error occured when your device attached to WCDMA network, the best bet is change your device network setting to GPRS only. A thing to note here is that whenever you want to choose connection type please make sure you use GPRS only or 3G/WCDMA only. Do not use GPRS preffered or 3G/WCDMA preffered because it may effect your signal and connection stability.
3. Sometimes your computer confuse itself by mistakenly arrange devices within a same port. This may happen when you unplug your modem improperly. Rebooting your computer will repair the mis-managed port.
4.Sometimes your modem will not work (due to file or installation corruption) on the pre-installed software such as mobile connect lite or mobile partner. In a rare but possible situation, the dialing software got bugs. Try to download the latest version of your dialing software from the internet such as www.business.vodafone.com (for hua wei and vodafone brand only).
5.If the connection is still failed, you need to do a manual connection. In brief, I try to explain it here:

From start menu go to Control Panel>Phone and Modem Options>Modem. Please make sure your modem is listed here and it is attached to a valid COM port. Highlight your modem and click properties> Diagnostic> Query Modem. Please wait untill the query modem instructions complete successfully. Once success, then click advance and look for extra initialization command box and key in +cgdcont=1,"ip","celcom3g" . Then press OK twice to exit the Phone and Modem Options section.
Under control panel choose Network connection and follow these steps:
Create a new connection.
a. Click Next
b. Select “Connect To The Internet” then Next
c. Select “Set up my connection manually” then Next
d. Select “Connect using a dial-up modem” then Next.
e. Check only the USB Modem (or whatever your modem brand is-if prompted).
f. Give the connection a name such as “Celcom Internet”, then Next.
g. On the next screen, key in the dial up number: *99#
h. Click Next.
i. On the next screen, key in username and password:
Username: blank
Password: blank
j. Clear all checkboxes (”Use…when anyone…” and “Make this the default…”)
k. Click Finish and clik on dial/connect

the is something strange happen. When I use my Option GT Max 3.6 Express card modem,try fixed with only 3G Signal Only and dial it prompt for this error but all the while is working fine and it happen now more frequently. Anyway, If you take out the SIM and put in a 3G phone and use it as a modem. There will no Error 619 occur.
Sometimes I do face this error as well. I just change the network to GSM/GPRS only then the connection will be OK. Maybe you can try to reinstall your dialing software if it frequently happen..
